Building Permit Zoning
All building permits which require Zoning review and approval are assessed fees in addition to those required by the Inspection Services Division (ISD).

Certificate of Occupancy (CO)
Certificates of Occupancy are required for new buildings, alterations to existing buildings, changes in building ownership (except one- and two-family dwellings), condominium or cooperative conversions, the use of vacant land, changes in the use of land and/or buildings, changes in commercial or retail tenants, and short-term uses.

Columbia Pike Form-Based Code
Projects developed under the Columbia Pike Form-Based Codes are granted special exception use permits, which are assessed filing fees according to a different fee schedule than traditional use permits.

County Board Use Permit
Special exceptions and conditional uses which the zoning ordinance does not allow “by-right” require County Board approval of a use permit in accordance with Arlington County Zoning Ordinance (ACZO) §15.4. Special Exception use permits and amendments to approved use permits follow the County Board Use Permit process and filing deadline schedule.

Changes in land classification (“rezonings”) can only be approved by the Arlington County Board, and typically follow a 120-day staff review and recommendation process. Rezoning request fees are assessed based on the land area being reclassified and the new zoning district being requested.

Site Plan Application
Special exception site plan developments are permitted in certain zoning districts, and typically follow a 120-day staff review and recommendation process prior to County Board approval. Filing fees for new site plans are in additional to any fees required for an associated rezoning.

Site Plan Amendment
Substantial changes to approved special exception site plans are classified by Arlington County Zoning Ordinance (ACZO) §15.5.3 as either major or minor amendments. Major amendments follow the new site plan review and recommendation process. Minor amendments follow the County Board special exception use permit process and filing schedule.

Subdivision Plan Review
The Subdivision and Bond Administration manages the subdivision review and approval process, in accordance with federal, state, and County subdivision regulations. Zoning review fees for subdivision plats are in addition to any fees assessed by the Subdivision and Bond Administration.

Variance and BZA Use Permit
The Arlington County Board of Zoning Appeals (BZA) grants variances and BZA use permits. The BZA also hears appeals to the administrative decisions of the Zoning Administrator.

Zoning Fee Refunds
Arlington County Zoning Ordinance (ACZO) §15.1.5 contains the circumstances and guidelines for refunding zoning fees. All zoning fee refunds must be requested in writing to the Zoning Administrator.
