A telecommunications facility is defined as the aggregate of equipment, electrical networks, utilities and supporting structures at a site used to transmit or relay telecommunications signals. A telecommunication project involves the installation or construction or a new structure or co-location on an existing structure of a wireless telecommunications facility. Arlington County’s Zoning Division issues three types of administrative permits for telecommunications projects.
- Small Cell Facilities Permit
- New Structures up to 50 feet Above Ground Level
- Co-location of Non-Small Facilities on an Existing Structure
The regulations for these permits are found in the Code of Virginia Title 15.2 Chapter 22 Article 7.2 § 2316.4, 2316.4:1, 2316.4:2, and 2316.4:3. Section 2316 regulations provide definitions and describe minimum zoning requirements for telecommunications structures and facilities. All telecommunications projects defined in the referenced regulations are subject to administrative review by the Zoning Administrator.
Note: Arlington County also approves telecommunications projects via a County Board Special Exception Use Permit. These will generally be for installation or construction of new structures that are taller than 50 feet above ground level.
